Deputy Chief Executive Officer

SECURITIES AND FUTURES COMMISSION

Ms Leung is a member of the Securities and Futures Commission (SFC). She is the Deputy Chief Executive Officer and an Executive Director with responsibility for the Intermediaries Division, which comprises the Intermediaries Supervision and Licensing departments. That Division is primarily responsible for administering licensing requirements and conducting ongoing supervision of licensed corporations with a focus on their business conduct and financial soundness. Ms Leung was Executive Director responsible for the Investment Products Division from March 2015 to mid-June 2016.

Prior to joining the SFC, Ms Leung was the Under Secretary for Financial Services and the Treasury from August 2008 to December 2013. Before that, she worked with the Hong Kong Monetary Authority (HKMA) for 14 years, spending the last eight years as the Executive Director responsible for establishing offshore renminbi business development, financial cooperation with Mainland and other international regulators.

Justin Chan is Co-head of Markets for Asia-Pacific at HSBC, based in Hong Kong. He shares leadership of the Bank’s sales and trading businesses in the region, encompassing Rates, Foreign Exchange, Credit, Equities and Research, and also oversees Balance Sheet Management in Hong Kong.

Mr Chan is also at the forefront of HSBC’s efforts to champion the internationalisation of the renminbi through product innovation, regulatory dialogue and advocacy.

Since joining HSBC in 1986 in Hong Kong, Mr Chan has held various responsibilities, including in corporate sales, money markets and interest rates and foreign exchange trading. He left for Australia for two years before re-joining the Group in 1998 to run the Hong Kong dollar trading business, where he has built a strong franchise.

Mr Chan is a Chartered Financial Analyst (CFA) and Associate of the Chartered Institute of Bankers. He is an Executive Board Member and the Chairman of the Market Development Committee of the Treasury Markets Association in Hong Kong and a member of the China Development Committee of the Hong Kong Institute of Bankers.

Mr Chan graduated from the University of Hong Kong with a Bachelor of Science degree in Electrical Engineering. He also obtained a Master’s degree in Applied Finance from Macquarie University, Australia.

With over 20 years of experience in banking and Global Markets business, prior to her current role, Kathy joint from HSBC where she was Head of RMB Business Development Asia Pacific at HSBC Global Markets, served in a number of leading roles spearheading new businesses that supported the expansion of HSBC’s Global Markets trading and sales franchise in mainland China and cross-border opportunities. She played a key role in securing HSBC’s leading position in RMB internationalisation.

Prior to HSBC, Kathy worked for JPMorgan in Hong Kong, Mainland China, Japan and Singapore.

Sim Ee joined J.P. Morgan from Credit Suisse in 2015. She has 14 years of experiences in equities derivatives and cross asset investible indices, during which she has held the roles in sales, structuring, trading and quantitative modelling.


Sim Ee received her B.A., M.A., M.Eng in Chemical Engineering degree from the University of Cambridge, and also earned the FRM designation.

Prior to joining S&P DJI in 2012, Priscilla spent over ten years in equity research providing analysis on asset allocation and equity investment strategies. Previously, Priscilla was an Asian equity strategist with Deutsche Bank AG and also served as a partner and the director of research at First Horse Capital, a global equity hedge fund management company. Prior to this, Priscilla worked as global and Asian strategist at Mirae Asset Securities.


Priscilla also worked as a global equity strategist and Asian equity strategist at Citigroup Global Markets. She joined Citigroup from CLSA Asia Pacific Markets where she was a quantitative research analyst. Priscilla started her career in the quantitative research division at Credit Suisse in 2001.
Priscilla graduated with a B.Sc. in Quantitative Finance from the Chinese University of Hong Kong.

Keith Noyes

Keith Noyes is the former Regional Director, Asia Pacific at the International Swaps and Derivatives Association (ISDA), Inc.

Mr Noyes is based in Hong Kong and from October 2007 to May 2019 headed ISDA’s offices in Hong Kong and Singapore. One of his areas of interest is extraterritoriality and global regulatory conflict, subjects on which has published several articles and made numerous presentations.

Mr Noyes served as an invited industry consultant in the Hong Kong Securities and Futures Commission Product Advisory Committee and an invited external consultant reviewing the OTC Clearing Syllabus for the Hong Kong Securities Institute. Mr Noyes was the co-chair of the Hong Kong Monetary Authority/Treasury Markets Association working group on Hong Kong clearing and member of the committee on benchmark reform.

Mr Noyes joined ISDA in October 2007. He is fluent in Mandarin and English. He is a pioneer in the Asian derivatives markets, setting up Merrill Lynch’s equity derivatives desk in Hong Kong in 1992. Over the past two decades he has worked in Asia for such firms as Taiwan Securities, Bear Stearns Asia Limited and S.G. Warburg.

Mr Noyes holds an MBA degree from UCLA Anderson Graduate School of Management, an AB from Dartmouth College and spent a year on a Reynolds Scholarship studying Chinese economic reform at Beijing University.

Ms Sin is currently a consultant, advising in the fund space in Asia.

Ms Sin was the head of Commerzbank ETF Sales Trading for Asia Pacific. In this role, she was responsible for supporting and educating clients with respect to the ETF market and the entire spectrum of ETF products, assisting clients in executing trades, and driving the growth of Commerzbank’s ETF business and client base in Asia Pacific.

Ms Sin’s career has been spent in London, Tokyo and Hong Kong, and she has experience working as a portfolio manager, market maker and synthetic equity trader. She began her career with Deutsche Bank and also worked for Barclays Capital prior to joining Commerzbank.

Ms Sin earned a Bachelor of Science degree from Brigham Young University majoring in Mechanical Engineering and minoring in Mathematics. She is also an executive member of Asia’ Women in Exchange Traded Funds (WETF) and was the Deputy Chair of Commerzbank’s Regional Diversity Committee. She is passionate about gender diversity and equality.

Tony is a Director and leads the Collateral Management Product team based in Hong Kong. He focuses on new product development and enhancements to our collateral management capabilities for the APAC markets. Tony has 36 years experience in the securities industry and joined BNY Mellon in 2007. He relocated to Hong Kong in 2012.

For the last 30 years Tony has specialised in securities finance with roles in stock borrowing and lending, repo, product management, business planning, sales, relationship management, marketing and collateral management. Commencing in 1989 with Enskilda Securities, he set-up a stock borrowing and lending operation for the proprietary trading desk. Tony has also created and managed securities lending arrangements at both Commercial Union Investment Management and Sun Life Investment Management. Tony initially merged the stock lending desks of Sun Life and AXA Equity & Law before moving to Global Head of Business Planning and Marketing for AXA Investment Managers. It was at AXA in 1999 when Tony first travelled to Asia for a PASLA (Pan-Asia Securities Lending Association) conference from which point his association with, and focus on, Asia began.
