Welcome Chan is the Head of Technology Risk Management of the Industrial and Commercial Bank of China (Asia) Limited (ICBC(Asia)). With his capacity, he is responsible for ensuring the ICBC(Asia)’s information security policies, technology risk matters to ensure the adherence of regulatory and compliance requirements. He also plays a key role on information and cyber security risk matters of the bank and provides security advises to businesses, projects, IT infrastructure and application reviews to alleviate the potential security risks. Prior to joining the ICBC(Asia), he was the Security Manager of CMB Wing Lung Bank, Assistant Vice President of IT Security of China CITIC Bank International, the Information Security Manager of Bank of Communications, Hong Kong Branch, and had held different IT audit management and Security roles of listed companies and manufacturing enterprises.
Welcome holds an MBA degree from the Hong Kong University of Science Technology (HKUST), and a Bachelor Degree of Electronic and Communications Engineering from The University of Hong Kong. Welcome is also a qualification holder of CISA, CISM, CISSP, CSSLP, CGEIT, CRISC, CCNP, CREST CPSA, CRT and IRCA ISO27001 ISMS Lead Auditor.

Francis is the Head of Financial Crime Compliance of PAOBank with 23 years of experience working in Finance Crime Compliance, Anti-money laundering and Fraud investigation fields of insurers and banks across Asia Pacific. Francis specializes in Cross-border and complex fraud investigation, AML Investigation and FCC process optimization, and big data analysis application.
Regional Chief Risk Officer & Regional Chief Credit Officer, Greater China & North Asia
Standard Chartered Bank
Darren Kim is the Regional Chief Risk Officer & Regional Chief Credit Officer, Greater China and North Asia.
He first joined Standard Chartered in February 2014 as Head of Corporate Institutional and Commercial Risk of Standard Chartered Bank. In November 2015, he started double-hatting as Chief Credit Officer of Corporate Institutional and Commercial Risk in Korea and SCB Tokyo Branch & Chief Risk Officer of Standard Chartered Bank Korea.
Darren started his career in GE capital before moving on to Bank of America where he took various credit and market risk roles. He later moved to Hong Kong to join Merrill Lynch as Regional Credit Officer before becoming the Head of Risk Management Asia / Oceania ex-Japan at Daiwa. He is well-versed across different risk disciplines with extensive experience in credit analysis.
He holds a Bachelor of Arts in Economics from the University of Connecticut and an MBA from Fordham University in New York.
Darren is married with two daughters. His favourite pastime activity is golfing.
Head of Group Tech, Info & Cyber Risk
Thomas is currently the Head of Group Technology Information & Cyber Risk (TICR) for the OCBC Group, where he chairs the bank's Group Technology Risk Management Committee, and is responsible for driving group-wide risk governance, risk monitoring, assessment and mitigation initiatives relating to technology, information and cyber risk.
Prior to his current role, he has served in regional and global leadership positions across Technology Risk Management, Business Continuity Management, and Information Technology Management in DBS Group, Credit Suisse AG, UOB Group and Citibank.
Thomas contributes actively to the development of the industry by participating in various committees and working groups. These include being the vice chair of ABS Standing Committee on Cyber Security (SCCS), and chair of ABS Working Group on Revision of MAS Tech Risk Management Guidelines (PEGASUS). Previously, he has also served as organising committee chairperson of the ABS-MAS Financial Industry Crisis Communications Exercise (FICCE) 2016, organising committee member of the ABS-MAS Industry-wide Exercise (IWE) Raffles IV 2014, and member of ABS Business Resilience and Continuity Committee (BRC).
He often shares his insights at conferences and seminars helping to elevate competencies across the industry. These include conferences related to FS-ISAC, RSA, ISACA, and SCS on topics of cyber security and resilience, business continuity management, crisis management and technology risk management.
Thomas holds an MBA from NUS Business School, an honours degree in computer science, and industry certifications of CISM, CRISC and CITBCM.

K. F. is the Chief Compliance Officer of Airstar Bank, one of the eight licensed virtual banks in Hong Kong. He has 20+ years of financial crime compliance, regulatory compliance and internal audit experiences in various Asian / HK-based banking groups.
K. F. is a Certified Anti-Money Laundering Specialist, Certified Information Systems Auditor, a Certified Internal Auditor, CPA (HK) and FCCA and holds master’s degrees in Computing and Business and bachelor’s degrees in Laws and Accountancy.
K.F. is a trainer for the Hong Kong Institute of Bankers’ Enhanced Competency Framework on Anti-Money Laundering and Counter-Financing of Terrorism training programme.

Peter Lam is Head of Risk Oversight and Risk Transformation for The Bank of East Asia, based in Hong Kong. He is responsible for the implementation of Enterprise Risk Management framework, risk oversight, ESG and climate change risk and other risk transformation initatives of the bank group. Peter brings with him international best practices in Risk Management having spent more than 20 years working with major financial institutions in Australia, UK, Europe, Asia, Hong Kong and China. Peter specialize in banking and has a diversified experiences in risk and regulations from assisting organisations to establish sound risk management frameworks and regulatory compliance. Prior to joining BEA, Peter was the Regional head of Risk Appetite and Governance for HSBC, based in Hong Kong. As a former partner of Big Four accounting and advisory firm, Peter has led major risk transformation and consulting projects across the region.
Head of Operational Risk
Nathan is currently the Head of Operational Risk Management in DBS Bank Hong Kong Ltd. taking a leadership role in driving an effective and efficient operational risk management program across the Bank, promoting the safety and soundness of the Bank’s operating environment. He has been working in the financial services and management consulting industry for over 20 years and has held senior roles in both risk management and technology delivery in Hong Kong and Australia. Nathan has and continues to be actively engaged in information technology industry developments and adoption affecting the risk management landscape. Nathan holds an Executive Master of Business Administration (EMBA) from Australian Graduate School of Management.
Chief Information Security Officer
Patrick Liu has more than 20 years of IT and Security experience including security operation, risk and control and IT audit within top tier financial institutions. As an experience security practitioner, Patrick has been responsible for performing and managing a wide range of security consulting, risk and threat assessment, security training, cyber crisis management planning program. Patrick is currently the CISO of Fusion Bank. He was awarded the Hong Kong Cyber Security Professionals Awards in 2017 in recognition of his commitment in the cyber security field.
Patrick Liu acquired several professional certifications including CISSP, CISSP-ISSAP, CISA, CGEIT, CRISC, CIA and ABCP.
Bureau Chief, Asia
Blake Evans-Pritchard is bureau chief, Asia, for Risk.net based in Hong Kong. Before taking on his current role, he spent three years covering regulatory issues across Asia for Risk.net, including implementation of Basel III and other international standards in regional jurisdictions. Previously, he spent five years in Brussels writing about the European Union’s financial services sector and competition policy and a number of years as Africa editor for a news service covering post-conflict restitution around the world.
Chief Control Officer
James Ryan has a history of successfully leading teams that deliver across multiple Countries, Regions and Risk disciplines (e.g. capital modelling, fraud, insurance risk, operational risk).
Brings the ability to pro-actively identify material risks and act on these before they become incidents.
Industry leading experience of establishing data driven analytical approaches to detecting and mitigating both financial and non-financial risks.
Career experience to date has been gained at globally recognised organisations (i.e. PwC, Thomson Reuters, AXA, Lloyds Banking Group and HSBC), supported by industry and academic qualifications.
James is married with two children, a dog and is a passionate yacht skipper, having won numerous trophies in the UK and Hong Kong.

Ricky Tang joined Bank of China International in 2019 as the Head of Technology Risk Management, responsible for technology risk and cyber security controls in the bank. Prior to that he worked in various multi-nationals such as Telstra International, Fubon Bank, UBS and ING, with responsibilities in cyber security, information security, fraud investigation, and IT operational risk management.
Ricky has set up technology risk management frameworks for FSIs that integrate with enterprise risk frameworks, defining policies and standards, creating operating models and technical procedures, managing cyber security operation services, as well as ensuring compliance to regulatory requirements. He is passionate in advancing the industry’s risk management practices as well as staying on the edge of technological advancements.
Head of Risk
Ambrose is Serai's Head of Risk. Serai is a new tech venture owned by HSBC with a vision to simplify global trade.
Before Serai, Ambrose was Regional Head of Risk for Commercial Banking and Global Banking & Markets at HSBC. In this role, he was responsible for enterprise risk management for both businesses within the region. He was also the Chief Operating Officer of the Risk function for Global Commercial Banking where he was leading the transformation of the global function. Prior to HSBC, Ambrose held senior risk management positions in financial services and consulting industries in Australia and Hong Kong.
Ambrose holds a Bachelor of Commerce from the University of Melbourne and a Master of Applied Finance from Monash University.
Alternate Chief Executive & Chief Risk Officer
Frederick Yip has been ZA Bank’s Chief Risk Officer since 2020 and has been additionally appointed as the Bank’s Alternate Chief Executive on top of this CRO role in 2021. He heads five risk functions for the Bank, namely Credit Risk, Market Risk, Operational Risk, Technology Risk and Anti-Money Laundering. Frederick is an all-round senior risk executive, bringing over 20 years of experience and extensive regulatory knowledge in retail banking, corporate banking, consumer finance, private wealth and other business segments. Before joining ZA Bank, he held several key risk management positions in Chong Hing Bank (Chief Credit Officer), ANZ (Head of Commercial Risk, Hong Kong), Wing Lung Bank, Standard Chartered and Citibank.
